Elles cherchent en effet \u00e0 <strong>impacter le jeu complexe et parfois in\u00e9gal des relations internationales. <\/strong><br><\/p>\n\n\n\n<p>Leur r\u00f4le n\u2019est en effet<a href=\"https:\/\/grotius.fr\/wp-content\/uploads\/2015\/07\/gestion-des-ressources-humaines-pour-le-secteur-de-la-solidarit%C3%A9-internationale.pdf\"> plus seulement de prot\u00e9ger et soigner les bless\u00e9s et opprim\u00e9s.<\/a> Aujourd&rsquo;hui, elles ont pour mission aussi <strong>d&rsquo;alerter les soci\u00e9t\u00e9s civiles et de d\u00e9noncer lorsque n\u00e9cessaire. <\/strong><br><\/p>\n\n\n\n<p>Par cons\u00e9quent, les humanitaires terrain se retrouvent fr\u00e9quemment en situation d\u00e9licate, voire dangereuse. Administrer et g\u00e9rer des collaborateurs est ainsi devenu <strong>un d\u00e9fi majeur de l\u2019\u00e9conomie sociale et solidaire. <\/strong><\/p>\n\n\n\n<p><br><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Une administration complexe<\/h2>\n\n\n\n<p>La gestion des ressources humaines au sein des ONG n\u2019a pas toujours \u00e9t\u00e9 une pr\u00e9occupation majeure. <br><\/p>\n\n\n\n<p>En effet, du fait de l\u2019accent mis sur l\u2019importance des projets de d\u00e9veloppement, des actions d\u2019urgence et de plaidoyer, <strong>la notion d\u2019administration s\u2019en est autrefois trouv\u00e9e rel\u00e9gu\u00e9e au second-plan. <\/strong><br><\/p>\n\n\n\n<p>D\u2019autre part, la fronti\u00e8re entre militantisme, engagement et professionnalisation est longtemps demeur\u00e9e tr\u00e8s floue. Ce fut \u00e9galement le cas du statut exact des volontaires, <strong>ce qui n\u2019est aujourd&rsquo;hui plus d&rsquo;actualit\u00e9. <\/strong><br><\/p>\n\n\n\n<p>Il existe encore des organisations dont le mod\u00e8le se fonde sur le b\u00e9n\u00e9volat, mais la majorit\u00e9<em> <\/em><strong>tend \u00e0 se tourner vers une administration plus professionnelle. <\/strong><br><\/p>\n\n\n\n<p>En effet, les grandes \u00e9coles proposent depuis quelques ann\u00e9es <strong>des programmes d\u00e9di\u00e9s \u00e0 la gestion des ressources humaines en ONG. <\/strong><br><\/p>\n\n\n\n<p>Cette vague a donn\u00e9 naissance \u00e0 <strong>une g\u00e9n\u00e9ration de managers plus au fait des probl\u00e9matiques rencontr\u00e9es par les diverses structures. <\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Des d\u00e9fis majeurs \u00e0 relever<\/h2>\n\n\n\n<p>Tout d\u2019abord, il existe des disparit\u00e9s notables entre la gestion : <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Des collaborateurs de droit fran\u00e7ais agissant en France <\/li><\/ul>\n\n\n\n<p>Et :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Des collaborateurs expatri\u00e9s.<\/li><\/ul>\n\n\n\n<p>Aujourd\u2019hui, les ONG <strong>employant jusqu\u2019\u00e0 plusieurs dizaines de milliers d\u2019individus <\/strong>semblent toutefois prendre conscience de la n\u00e9cessit\u00e9 de g\u00e9rer : <br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La ma\u00eetrise des co\u00fbts<\/li><li>L\u2019anticipation des besoins mat\u00e9riels et humains<\/li><li>La formation des collaborateurs<\/li><li>La s\u00e9curit\u00e9 des collaborateurs <\/li><li>La gestion des emplois (comp\u00e9tences, \u00e9volutions au sein de l&rsquo;organisation) <\/li><li>Le cadre l\u00e9gal des conditions de travail (obligations, r\u00e9mun\u00e9ration, temps de travail, assurances, etc) <\/li><\/ul>\n\n\n\n<p>En conclusion,<strong> les organisations non gouvernementales se professionnalisent. De fait, elles se structurent \u00e0 l\u2019image des grandes entreprises <\/strong>afin d\u2019assurer l\u2019efficience de leurs actions. <br><\/p>\n\n\n\n<p>En d\u2019autres termes, il s\u2019agit de c<strong>oncilier les valeurs \u201cracines\u201d de l\u2019engagement et de la solidarit\u00e9 <\/strong>avec l\u2019application d\u2019un cadre administratif et l\u00e9gal bien d\u00e9fini. <br><\/p>\n\n\n\n<p>Du fait de leur statut particulier, les ONG<strong> ob\u00e9issent \u00e0 une rigueur administrative et financi\u00e8re s\u00e9v\u00e8re.\u00a0En\u00a0effet,<a href=\"https:\/\/www.who.int\/fr\/news-room\/detail\/18-05-2017-major-research-funders-and-international-ngos-to-implement-who-standards-on-reporting-clinical-trial-results\">\u00a0les\u00a0bailleurs\u00a0de\u00a0fonds\u00a0sont\u00a0de\u00a0plus\u00a0en\u00a0plus\u00a0exigeants. <\/a><\/strong><br><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Protection et gestion des risques<\/h2>\n\n\n\n<p>Au coeur de la gestion des ressources humaines pour les ONG, se trouve <strong>la question de la s\u00e9curit\u00e9 et de la protection des collaborateurs<\/strong>, parfois volontaires terrain. <br><\/p>\n\n\n\n<p>Ces derniers sont souvent confront\u00e9s \u00e0 des difficult\u00e9s et des dangers pouvant repr\u00e9senter une menace pour leur sant\u00e9, voire leur vie. &nbsp;<br><\/p>\n\n\n\n<p>Les obstacles auxquels les collaborateurs peuvent faire face sont souvent <strong>intimement li\u00e9s \u00e0 la situation politique, sociale et \u00e9conomique<\/strong>, lorsque ces derniers sont en expatriation \u00e0 l\u2019\u00e9tranger. <br><\/p>\n\n\n\n<p>Il est du ressort des directions g\u00e9n\u00e9rales <strong>d\u2019op\u00e9rer une \u00e9tude terrain et d\u2019en d\u00e9gager des proc\u00e9dures de s\u00e9curit\u00e9 pr\u00e9cises pour chaque cas d\u2019urgence<\/strong> (Kidnapping, agression, etc) <br><\/p>\n\n\n\n<p>D\u2019autre part, si une ONG emploie des salari\u00e9s, il est obligatoire pour cette derni\u00e8re de pr\u00e9voir <a href=\"https:\/\/ambrelia.com\/offres-ong\/\">une assurance compl\u00e8te pour ses collaborateurs, quel que soit le statut de ses membres (expatri\u00e9s, b\u00e9n\u00e9voles, en service civique, etc)<\/a>. <br><\/p>\n\n\n\n<p><em>Nota bene : Il incombe \u00e9galement aux employeurs \u201chumanitaires\u201d de respecter le devoir de protection. <\/em><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le champ d\u2019action des organisations non-gouvernementales ne se limite d\u00e9sormais plus \u00e0 celui du secours des populations en difficult\u00e9.
