HospiSafe: the complementary health insurance designed for European officials

Jan 8, 2026

European officials and staff of European institutions benefit from a specific social protection system, the Joint Sickness Insurance Scheme (JSIS), also known as the RCAM. This mandatory scheme provides a strong foundation for healthcare coverage, but it does not always reimburse all medical expenses in full.

This is where HospiSafe comes in. Designed specifically for European officials and their dependants, HospiSafe is a complementary health insurance that helps reduce out-of-pocket medical costs after reimbursement by the RCAM. Offered via Affiliatys and insured by Allianz Care, HospiSafe provides additional financial security and peace of mind.

What is HospiSafe ?

HospiSafe is a complementary health insurance plan that works alongside the RCAM. Its purpose is to reimburse all or part of the medical expenses that remain payable after RCAM reimbursement, particularly in the event of hospitalisation.
HospiSafe does not replace the RCAM. Instead, it complements the scheme by covering residual costs and, depending on the plan selected, certain healthcare services that are not reimbursed by the RCAM.
(approximately 80% of the out-of-pocket costs).

What is the difference between HospiSafe and the RCAM (JSIS) ?

The RCAM is the statutory health insurance scheme for European officials and staff of European institutions. It generally reimburses 80% to 85% of eligible medical expenses, depending on the type of care and individual circumstances.

HospiSafe intervenes after RCAM reimbursement, covering all or part of the remaining 15% to 20%, as well as certain costs not reimbursed by the RCAM. Depending on the formula chosen, this may include outpatient care, dental and optical services, dietetic care, prevention programmes and other complementary benefits.

What HospiSafe plans are available ?

HospiSafe offers two plans, allowing European officials to choose the level of protection best suited to their needs.

The HospiSafe Illness & Accident plan covers hospitalisation expenses related to illness or accident. It is designed for those who wish to strengthen their protection primarily in the event of a hospital stay.

The HospiSafe Plus plan includes all the guarantees of the Illness & Accident plan and adds extensive coverage for many outpatient healthcare services. These may include dental care, optical benefits, dietetic support, prevention services and certain wellness or sport-related benefits.

Who can subscribe to HospiSafe ?

HospiSafe is reserved for members of the Affiliatys association. It is available to a broad range of profiles connected to European institutions.

Eligible persons include active European officials and staff of EU institutions, agencies and bodies, employees of the EIB, Eurocontrol, the European University Institute and European Schools, as well as retirees from these institutions. Dependants such as spouses and children covered by the RCAM may also be insured.

Where am I covered with HospiSafe?

HospiSafe provides worldwide coverage.

Coverage is unlimited within the European Economic Area (EEA) and in the United Kingdom, provided the insured person is covered by the RCAM in the UK.

Outside the EEA and the UK, coverage is limited to €25,000 per person per year for medical care received in those regions.

This international scope makes HospiSafe particularly well suited to the geographic mobility of European officials.

How much does HospiSafe cost ?

Annual premiums depend on the age of the insured person and the plan selected. The amounts below are shown including taxes, effective from 1 January 2025.

How do I request a reimbursement ?

Reimbursement requests follow a straightforward process.

Medical invoices must first be submitted to the RCAM (JSIS). Once the RCAM reimbursement statement has been received, it should be forwarded to Allianz Care either via the MyHealth application or online portal, or by post to the following address:
Allianz Care – Bd Roi Albert II 32, 1000 Brussels, Belgium.
The maximum deadline for submission is three years from the date of the RCAM reimbursement statement.

How do I join HospiSafe ?

To join HospiSafe, you must be a member of Affiliatys and complete the membership application form.

In certain cases, particularly for future retirees or when applying for the HospiSafe Plus plan, a medical questionnaire may be required.

How can I cancel my HospiSafe contract ?

Contract cancellation must be made by registered letter with acknowledgement of receipt, sent at least two months before the renewal date.

You also benefit from a 30-day cooling-off period following receipt of the policy terms and conditions.

What services are included ?

HospiSafe gives access to the MyHealth application and online portal, allowing insured persons to submit reimbursement claims, track payments and benefit limits, consult policy documents and guarantees, and contact the assistance service.
